Have a good cleansing regimen, eat right, drink lots of water, get plenty of sleep. Could you get away with using a little concealer and powder to cover up spots?
Since you're not allowed any make-up perhaps buy some good facial cleansers, toners, and moisturizers. These should help clear up your face and give it a nice toned look.

concealer. Just tell your parents you would like blemish concealer for break outs. And con them into letting you get an under eye concealer as well. and say that u need foundation with a powder.
try a tinted moisturizer. it's very sheer but it gives a little coverage.
